Ian, Evan & Alexander Corporation (IEA) was founded in 1999 by John Cochran as a business development and capture management consulting company. With such clients as Sterling Software and Motorola, IEA quickly became the proposal management company of choice for many companies and agencies involved in Defense and Homeland Security programs. With Executive Order 13360, IEA has leveraged its past performance and status as a Service-Disabled Veteran-Owned Small Business (SDVO) to provide program management, IT solutions, and professional and technical services to Federal clients.

Presently, IEA is a GSA schedule holder for MOBIS, VETS GWAC, Alliant Small Business, and AIMS, and is a prime vendor on Federal Aviation Administration eFAST, Department of State PTAPSS, Navy SeaPort-e, and Department of Defense BOSS-R. IEA also holds other prime and subcontracts at U.S. Army, Department of Veterans Affairs, DoS, FAA, National Geospatial-Intelligence Agency, National Institutes of Health, and Nuclear Regulatory Commission, among others. In addition, IEA continues to support prime contractors with proposal and capture consulting.
